Chatting online is impersonal whereas talking on the phone is not. Actually, since the two things involve communication between at least two people, both should be considered personal. The argument should more of be about that the difference between the two is that talking on the phone is more personal. If talking on the phone was more personal, then that would mean that it offers a better quality of communication.
